cutter

Another question, should I include a decimal point before my DDC cutter number?
No decimal point in DDC cutter number.

For the Dewey cutter: use OCLC cutter program (Cutter-Sanborn table)
For the LCC number: use the LC cutter table: http://www.itsmarc.com/crs/cutr0020.htm
Do not include the year with the DDC number
Include the year with the LCC number.

the usage of / in 082?
Some libraries use the slash to indicate a process called segmenting which is primarily done to limit or cut off digits so the number can fit on the call number label.
Do not provide the segmenting or slashing in your DDC numbers.

The DDC cutter is input in MARC field 082 subfield b.

The cutter number is found by loading the OCLC Dewey cutter program.

Here is the link to the program: http://www.oclc.org/dewey/support/program/

Please use the Cutter-Sanborn number.
